Franklin aldermen pick water-rate schedule, set sewer increases for 2026–28

The Board of Mayor and Aldermen on May 27 approved the scheduling option for updated water user fees and confirmed a three-year implementation schedule for sewer user fees, with a public hearing set for June 2025.
City staff explained the board had to choose between two timing options for water rate increases—Options A and B—which contain the same percentage increases but apply them in different years. For sewer, staff described a consistent 5.7% increase in 2026 and 2027 and a lower 4.3% increase in 2028 under the plan presented to the board.
Aldermen discussed the timing differences for water increases; Alderman Blanton moved to select option A for water rate timing and Alderman Barnhill seconded. The motion to choose option A passed unanimously. During discussion staff clarified that the two water options swap the years in which a 6% increase is applied; otherwise the cumulative increases are substantially the same.
The board also instructed staff to publish the changes and hold the required public hearing in June 2025 (item listed as ordinance 2025-o9 amending Franklin Municipal Code Appendix A, chapter 18). No final dollar amounts for customer bills were adopted at the meeting; details of percentage increases and implementation timing will be part of the public-hearing record.
