Bel Air — Town staff told the Board of Town Commissioners on May 27 that the annual addendum to the Harford County Town Sewer Service Agreement for fiscal year 2025 includes revised bulk rates, revised E&R rates and a revised system development charge.
Lisa Moody, the town’s director of finance, confirmed the addendum covers fiscal year 2025 and said the law department prepares the document. Staff indicated the addendum will be placed on the agenda for the upcoming Monday meeting so signatures can be finalized.
Michael (staff) noted a timing detail: a referenced fiscal year 26 item was not the addendum under discussion; the addendum before the board is FY25. The item was presented as routine and recurring; no action was taken at the May 27 work session. Approval and signatures will be sought at the next formal meeting.
Why it matters: the addendum sets sewer-related charges the town passes through or collects on behalf of Harford County and affects utility rates and system development fees for customers served by the town sewer system.
Next steps: staff to place the finalized addendum on the commission agenda for formal approval and signatures.
