Fall River Board of Health approves multiple tattoo licenses and a new studio permit

The Fall River City Board of Health approved several tattoo-related licenses and one new establishment permit during its May 28, 2025, virtual meeting after staff said applicants had current paperwork and required training.
Board action came after a staff inspection and paperwork review found the applicants met local licensing requirements. The approvals included a practitioner license for Joshua Canter to work at Fall River Tattoo Company (1412 South Main Street), an apprenticeship for Lawrence Ford at Painted Savage Tattoo (974 North Main Street), an establishment permit for Alexandria's Artistry (250 President Avenue), and a practitioner license for Alexandria Erwin King to work at that new studio.
Josh, a board staff member who presented the items to the board, said he had reviewed the applicants' files and found the paperwork up to date. "I've reviewed all his paperwork... he's pretty much good to go on our end," Josh said about Joshua Canter's application. The board held roll-call votes; Thomas Corey and Michael Coughlin voted yes on the motions recorded on the meeting record.
Details from the staff review: Canter holds an active license in Salem and prior licenses in Saugus; Lawrence Ford's apprenticeship would restore Painted Savage Tattoo's apprentice complement to two after a recent departure; Alexandria's Artistry is a new build-out located inside a hair salon on President Avenue and focuses primarily on cosmetic tattooing and permanent makeup; and Alexandria Erwin King presented proof of required bloodborne pathogen training.
Board members asked no substantive follow-up questions before moving and seconding the approval motions. The board completed roll-call confirmations for each approval immediately after the motions.
The approvals permit the named practitioners and the new studio to operate in Fall River pending any remaining administrative steps required by the health department (licensing documentation, fee processing and final permit issuance).
