Council authorizes interim police services interlocal agreements with North Bend

After an executive session on potential litigation, the Snoqualmie City Council on May 27 voted to add two agenda items and then authorized the mayor to sign interlocal agreements with the City of North Bend to continue providing police services while a contractual dispute is resolved.
Councilor Watton introduced the request, explaining the background: "In January of 2025, Snoqualmie and North Bend entered into a renewal interlocal agreement... and the terms of the agreements ... end on 06/01/2025. 'One of the terms of the agreements is that North Bend confers law enforcement authority to Snoqualmie Police Officers. To ensure the public safety, Snoqualmie is willing to continue providing police services to North Bend while the contractual dispute is dealt with, but law enforcement authority must be conferred to Snoqualmie Police Officers... With June 1 quickly approaching, this is an appropriate thing to have, the authorization from the council for the mayor to sign one of the two agreements.'"
The council first voted unanimously to amend the agenda to add the two interlocal items. Council then moved to approve the agreements; after discussion the council approved the interlocal agreements by a 6-1 vote, with Mayor Pro Tem Tim Holloway casting the lone dissent. Councilor Johnson sought confirmation of procedure before taking the substantive vote, and staff clarified that the first vote only added the items to the agenda and the subsequent motion authorized the mayor to sign the agreements.
City Administrator Mike Chambliss and City Attorney Dina Burke had been included in the executive-session attendance list and were present for follow-up on the agreements. The approved agreements are continuation/interim arrangements to ensure law enforcement authority is conferred to Snoqualmie officers while the parties resolve the underlying contractual dispute. Councilors instructed the mayor and staff to finalize and execute the interlocal agreements per the approved motions.
