Council approves $7,500 forgivable loan to Brevard Shoe Closet through Upstart COCO program

The Cocoa City Council unanimously approved a $7,500 COCO forgivable loan for Brevard Shoe Closet on May 27 after staff and the Upstart committee recommended the award.
Economic development staff said William Frasier completed the WeVenture Ignite 360 business mentoring program and met program requirements. Kathy Register, program director for WeVenture Ignite 360, praised Frasier as "coachable" and prepared to operate a sustainable brick‑and‑mortar and e‑commerce business in Cocoa. Frasier said the six‑month program helped him create forecasts, pricing and an e‑commerce presence.
Deputy Mayor Weeks moved to approve the forgivable loan; Councilwoman Kos seconded and the council voted unanimously. Staff noted the applicant committed to a community improvement component, such as supporting local youth sports teams.
