The Cocoa City Council unanimously approved a resolution adopting the State Fiscal Year 2025–2028 Local Housing Assistance Plan (LHAP) under the State Housing Initiatives Partnership (SHIP) program and approved revisions to city housing program policies on May 27.
Housing staff explained the updated LHAP keeps owner‑occupied rehabilitation as a core strategy and adds two new programs: emergency repairs with a maximum award of $20,000 and foreclosure prevention grants capped at $5,000. "Those are strategies that we see come across our desk on numerous occasions," staff said, noting the additions are intended to better meet resident needs using state SHIP funds.
Councilmember Gaughan asked about active cases on the waiting list; staff reported fewer than 30 households currently on the list and that five homes are in active rehab procurement before the end of the fiscal year. Deputy Mayor Weeks seconded adoption; council approved the resolution and the policy updates unanimously.
