Wagon Junction representative asks Winnsboro EDC to remove ADA condition, seeks multi-year fee waivers

City staff and EDC members reiterated that the ADA requirement had been included as a condition in the prior award and that the council could not simply remove a signed condition without review. An EDC member asked Wagon Junction to submit the restroom plans and supporting financial documentation; the speaker said she would ask Brent, the project contact who was absent with an injury, to provide those documents.
Council members and staff discussed practical constraints: some businesses on the block use the Wagon Junction restroom, the site had limited space that affected design options, and certain improvements might require coordination with the Texas Department of Transportation. One EDC member noted the group had already set the condition in a prior meeting and that the paperwork was “all signed.”
No formal vote on removing the ADA condition or on a fee waiver was recorded in the transcript. Separately during the meeting an EDC member moved to rescind a prior adoption and to postpone Article 6.8 to the next EDC meeting pending a 4 p.m. workshop; the motion was made on the record but the transcript does not record a subsequent vote on that motion.
