Committee hears Senate edits to literacy language in H.480, expands supplemental reading instruction scope

The House Education Committee reviewed changes to literacy language in H.480, including a retitling and an expansion of the supplemental instruction requirement.
Legislative Counsel told the committee the Senate amended the section title from “preventing early school failure reading instruction” to “Foundation for Literacy.” The provision that previously addressed supplemental reading instruction for students failing to meet proficiency standards was amended: the Senate language would require supplemental reading instruction for students in grades K–12 in approved independent schools eligible to receive tuition when those students are failing to meet proficiency standards.
Committee members were reminded that the bill intersects with other literacy provisions enacted earlier, including evidence-based reading instruction for grades K–3 found elsewhere in statute. The committee did not take formal action on the Senate amendment at the meeting and left further consideration for a later time.
