Council to raise limits for on-call building services contracts as inspectors depart and permit volume rises

Shelton staff asked the council to increase the spending limits for three existing on-call building services contracts to ensure plan review and inspections can keep pace with current construction activity and a recent staff vacancy.
Mark Bigler presented the request: the three on-call contracts, previously capped at $50,000 each, would be increased so the city can continue to buy supplemental plan review and inspection services while recruiting permanent staff. Bigler said rising activity—particularly at Mason General Hospital and expected near-term residential development—has increased demand during the busy construction season. One of the service providers, SafeBelt (listed in the packet), is currently providing an inspector one day per week.
Council placed Resolution 1385-0525 on the June 3 action agenda to increase contract maximums (packet language proposes raising limits to $150,000 per contract). Bigler said the services are billed time-and-materials or as a percentage of permit revenues and that funds come from permit fees and project budgets.
Council did not adopt the increase on May 20; staff will present the final resolution and budget notes for council action at the June 3 meeting.
