SALEM, Ore. — The Senate on Tuesday concurred in House amendments to Senate Bill 1099 that add an emergency clause aimed at speeding local approvals so churches can more quickly use classroom space as preschool capacity.
Sen. Reynolds, explaining the change, said the House amendment "adds an emergency clause because some churches are currently considering using their Sunday school rooms as preschools Monday through Thursday and some counties are holding them up through time consuming and expensive land use proceedings." She said the bill would strengthen preschool access while keeping health and safety checks from local and state jurisdictions.
Sen. Starr rose to declare a potential conflict of interest, stating on the record that he has an interest in a company that provides preschools and churches. The clerk noted the declaration for the record.
The Senate then repassed the bill after the concurrence vote. The bill passed with near-unanimous support on the floor.
