SALEM, Ore. — The General Government Subcommittee on May 28 voted to move House Bill 2,069 to the Ways and Means full committee. The bill would create a 17‑member task force on tribal consultation, require the Office of the Governor to provide staff support, appropriate a one‑time $70,000 general fund to support the task force’s work, and direct the panel to report to an interim legislative committee on government by Sept. 15, 2026. The task force would sunset Dec. 31, 2026.
LFO said the bill continues work from a prior 2023 task force established by House Bill 3173 and is intended to identify and clarify legal requirements for state agencies when engaging in tribal consultation. Senator Gorsek asked whether the task force would hear not only from federally recognized tribes but also from Native Americans and non‑federally recognized tribes such as the Chinook; LFO said the analyst was not familiar with those policy details and suggested Representative Sanchez, the bill sponsor, would likely frame inclusivity.
Representative Coacher, who said he serves areas represented by the Confederated Tribes of Warm Springs and Confederated Tribes of Umatilla, said he supported the bill and noted the need to coordinate with the Legislative Commission on Indian Services, created in 1975, so the groups can work together.
The subcommittee approved the measure on a roll call and designated members to carry the bill to the full committee and the respective floors.
