SALEM, Ore. — The General Government Subcommittee voted May 28 to move Senate Bill 5523, the Office of the Governor’s budget, to the Ways and Means full committee after approving LFO’s dash‑1 amendment that includes staff reclassifications, an extradition deputy director post and funds to buy two shuttle vans used for returning fugitives between counties.
LFO presented package 90, which reclassifies 10 administrative support positions and shifts some savings and expenditures across fund sources. Package 101 establishes an extradition program deputy director to assist an overburdened arrest and return program: LFO recommended $346,513 general fund, one position and 0.75 FTE for that role. Package 102 recommends $85,000 other funds to purchase two 15‑passenger vans for the Northwest Shuttle Program, which LFO described as a low‑cost means for counties to return fugitives via vans with receiving counties maintaining the vehicles.
The package also included $200,000 other funds to support the governor’s marketplace and trade show. LFO reported overall dash‑1 amendment totals of $32,399,279 general fund, $5,183,879 lottery funds and $5,275,412 other funds and 68 positions (67.75 FTE).
Representative Gomberg asked whether the vans were specially equipped and why the state would not use Department of Administrative Services fleet vehicles; LFO could not detail modifications but suggested the state typically purchases through fleet operations and transfers title to the counties that will maintain the vehicles. Representative Smith recommended broadening the governor’s marketplace to highlight state employment opportunities for recruitment purposes.
The subcommittee approved LFO’s key performance measures and targets for the governor’s office with the same caution expressed earlier about requiring KPMs for statewide elected officials. Mr. Cochair moved the LFO recommendation on SB 5523 and the dash‑1 amendment; the motion passed and the measure was forwarded to the Ways and Means full committee.
