Committee commends Legislative Commission on Indian Services on its 50th anniversary

The House Committee on Rules held a public hearing and work session May 28, 2025, on Senate Concurrent Resolution 31, which commends the Legislative Commission on Indian Services (LCIS) on its 50th anniversary.
Senate President Rob Wagner and Representative Emily McIntyre spoke in support of the resolution. Wagner traced the commission’s origin to 1975 and said LCIS was created to foster trust and government-to-government relations between the state and Oregon’s nine federally recognized tribes. Patrick Flanagan, director of LCIS (testifying virtually), said the commission’s placement in the legislative branch helped insulate it from political change and allowed long-term relationships to form; he described the resolution as an opportunity to reflect, celebrate and rededicate effort to consultation and collaboration.
Committee staff said there was no fiscal or revenue impact. Vice Chair Drazen moved SCR 31 with a be-adopted recommendation; the motion passed on roll call during the work session.
