Panama City Swears In Alan Branch as Mayor; Officials Pledge Recovery and Unity

Mayor Alan Branch was sworn in at a ceremony in Panama City where the city also administered oaths to newly seated commissioners and established a governing quorum. Judge Christopher Patterson, chief judge of Florida's 14th Judicial Circuit, administered oaths of office for Mayor Branch and commissioners during the event at Panama City City Hall.

The inauguration mattered because the newly seated leadership framed immediate priorities: continued recovery and rebuilding, working closely with city staff, and broad civic engagement. In remarks to attendees, the new mayor and commissioners emphasized unity, gratitude to city employees and a focus on maintaining momentum on local recovery and revitalization efforts.

Mayor Alan Branch said he loves the community and pledged to work with colleagues and staff, saying, "You are a part of what makes this town special." He thanked city staff and volunteers and said he expects staff to challenge him, adding, "Please challenge me. Looking forward to working with you. I'm ready to get started. So let's get to work."

Commissioner Robbie Hughes, sworn in as Ward 1 commissioner, framed his approach as information-driven and service-oriented. Hughes said he "believes in local government" and described his intention to gather information, consult broadly and "be part of that team" working with city staff to make policy decisions.

Commissioner Josh Street, whose remarks reflected on community resilience, said, "This moment isn't about me. It's about us," and urged collective action, adding, "we are the ones we've been waiting for." Street recalled neighborhood recovery following recent storms and called on residents and officials to continue rebuilding.

The ceremony included brief formalities: an invocation delivered by Reverend Robert Hayes and the Pledge of Allegiance led by Fire Chief David Collier. A roll call by city staff established a quorum for the governing body during the ceremony.

No formal policy votes or ordinances were taken at the event; the program was ceremonial and included remarks, oaths of office and a ceremonial passing of the gavel to Mayor Branch. The organizers closed the ceremony with a note that refreshments were available in the rotunda and then adjourned.

Attendees included local and state officials and community leaders who were recognized at the start of the event. The new leadership repeatedly framed their responsibilities in terms of service to residents, support for city employees and a focus on sustaining recovery and revitalization efforts.
