Council approves $154,459 amendment to Well No. 7 drilling contract, boosting total to $914,774

The College Place City Council voted May 27 to approve Amendment No. 2 to the Well No. 7 drilling and design contract with RH2, increasing the contract by $154,459 for a new total authorization of $914,774.
Public Works Director Mike Risatello told the council the original driller (Gregory) left after tests showed flow below expectations — roughly a 50 gallons-per-minute level during early testing — and the city contracted Holt Drilling and RH2 to continue development. "They continue to clean it. They think it's gonna get north of the 700 gallons per minute, which is good because the goal was to try to get past 500," Risatello said, explaining that higher sustained yield would allow the new tank on the bluff to be refilled and support system needs.
Council members asked whether the pump test yields were stable over time. Risatello described typical pump tests as 24-hour tests and said that if the well holds near the reported 700 gpm during development, the figure is expected to be durable after full well development. Council member Peterson praised staff communication during the problem-solving process. A motion to authorize the amendment passed on a council vote.
The amendment directs continued screen cleaning and development work and makes the city’s remaining contract funds available to a contractor with more experience in the soil type encountered at the site.
