City staff introduced Paul Sepezar, executive director of the DeKalb Park District, and Steve Nelson, the project architect. Staff said the site is zoned single-family residential and a special-use permit is required for a public pool. The project design includes a zero-depth entry pool and, according to staff, an estimated swimmer load "710 people" and with an upper figure "up to a thousand." City staff estimated the construction cost at about $14,000,000 and said planning is scheduled for completion in mid-2026.
The Planning and Zoning Commission reviewed the project on May 19 and unanimously recommended approval; city staff said they support the commission's recommendation. The council voted 7-0 on the first reading and then unanimously waived second reading by roll call vote.
Council members expressed support for the project and asked staff and the Park District to coordinate construction timing and any outstanding permit requirements; no final building permits were issued at the May 27 meeting.
