Dan Gadd briefed the Spokane County Board of County Commissioners on May 27 that invoices for actuarial services from PricewaterhouseCoopers (PwC) for the county’s workers’ compensation and property liability program were not properly processed in 2024 and remain outstanding.
Gadd said the total outstanding amount is $52,000 and that those dollars are already in the county’s approved budget for the program. He told the board the failure to pay was a missed administrative step that occurred amid other changes in 2024, including a switch to the Workday financial system and internal process changes. He described the contract as a “piggyback” arrangement that aligns the county with its risk pool using the same actuary.
The presentation did not include a motion or vote. Gadd said the contract was signed in 2025 and that purchasing raised the invoice-processing issue when invoices were submitted. He asked the board for guidance so the payment can be completed and said purchasing and staff are working on a multiyear contract process to avoid the same problem next year.
