Plan Commission approves annexation of 1.45 acres at N4923 East Avenue

The Onalaska Plan Commission voted unanimously Tuesday to annex a 1.45-acre parcel at N4923 East Avenue into the city and to apply R-4 high-density residential zoning, with nine conditions attached.
The annexation petition, filed by Buyer Investments LLC on behalf of Robert Smith, covers a parcel with an existing single-family dwelling and associated outbuildings. Katie Aspenson, planning staff, told the commission the parcel is adjacent to city boundaries north and south and would be served from East Avenue North. "The applicant intends to annex 1 parcel of land containing 1.45 acres of land with a single family dwelling," Aspenson said.
Commissioners discussed the intended future use. Aspenson said the developer expects to keep the existing home, demolish the garage, and construct multifamily housing further on the lot; no conceptual site plan was provided. "They have not yet stated. I think the intention was row housing, but we do not have a conceptual plan to share with you this evening," Aspenson said. She added the developer would only need to return to the Plan Commission if the proposed development required departures from the Unified Development Code.
A motion to approve the annexation with the nine staff conditions was made by Tom Smith and seconded by Bill Lethen. The motion carried unanimously.
The approval assigns R-4 zoning to the entire parcel — the dwelling, garage and the vacant balance of the lot — and allows the applicant to proceed under the city’s unified code and any applicable permitting requirements.
