Danny (surname not given), the county’s solid‑waste staff lead, briefed commissioners that Carroll County has negotiated hauling pricing with GFL for roll‑off service but does not yet have the final contract; he said GFL’s legal department was still preparing the agreement.
Danny said the negotiated rate with GFL had moved from the vendor’s original $3.65 per load proposal to $310 per haul (presented in the meeting packet) and that the county expects roughly 5,200 loads under the service estimates. He said he had also solicited quotes from three local roll‑off companies to haul compactors at county parks; the lowest local quote would save about $110 per haul compared with the county’s current arrangement for parks. Danny said he plans to bring a contract recommendation to the board around July 1 and that county staff will forward the GFL contract to HR/administrative staff for review as soon as it is received from the vendor’s legal department.
Chairman Morgan and staff said the changes could reduce the amount of savings the county might need to use to balance the budget next year but acknowledged the figures were still proposals. Staff reiterated they would present the final contract for commissioners’ consideration after legal review and recommended local roll‑off hauling options for park compactors would be considered under a one‑ or two‑year contract.
No formal procurement decision or contract award was made during the work session; staff will present the finalized contract and any recommended park hauling agreement when vendor documents are complete.
