The Napoleon City Council voted to transfer about 15.705 acres at 1602 Glenwood Avenue to the Community Improvement Corporation of Henry County by approving Resolution 019-25.
City staff said the parcel, park parcel number 41-110048, was purchased years earlier as a potential site for a new water plant but was not needed after officials decided rehabbing the existing plant was more cost-effective. “This is the property that’s located at 1602 Glenwood Avenue,” City staff member Chad said, adding the city used a portion of the property to relocate a pump station and that an underpass tract was sold to the state during U.S. 24 rehabilitation work.
The resolution declares an emergency and would allow the Community Improvement Corporation to market or sell the property. The council made no substantive changes during the discussion and there were no questions from council members before the roll call vote. Marissa, the clerk, conducted a roll call in which Councilmembers Britney; Ross; Ken; Bobby; Jordan; Tom; and Doctor David each voted “yes.” The motion carried.
The council did not discuss specific prospective buyers or a timeline for sale; the resolution simply authorizes the transfer to the CIC and declares an emergency as presented.
