Narberth plans sidewalk restoration around Harbour Park; ADA ramp to library proposed as alternate

Narberth Borough’s Infrastructure Committee on May 27 reviewed and finalized plans to restore sidewalks around Harbour Park — along Haverford, North Windwood and Windsor — and agreed staff will ask borough council to advertise the sidewalk restoration together with the bump-out project.
Staff said the plans call for replacing a substantial length of sidewalk — described in the meeting as “probably close to, like, 200 blocks worth” in the general project area — including several ADA ramps. One ramp that leads from the sidewalk up to the library will be included as an alternate bid item for council consideration.
A committee member representing mobility concerns noted that people using mobility devices sometimes struggle with turning radii where sidewalks are narrow. Staff responded that the project will replace ramps to meet ADA standards and that wherever additional width is required “to make that compliant then, you know, that's what we'll do.” The presenter specifically said the Windsor/Nardrop crossing ramp is called out to be replaced and will be made ADA-compliant.
Timing: staff said the sidewalk restoration will follow the same procurement timetable as the bump-outs — advertisement the week of June 9, award at the July 17 business meeting, and construction likely in August or September — and that bidders will be required to include a pedestrian reroute plan as a condition of the contract.
The presenter estimated the typical lifetime for the new sidewalks at about 20 years and reminded the committee that the sidewalk restorations are part of the borough capital program already budgeted for the year. Staff also said some immediate, limited replacements (curb cuts or ramps) are included with the main project.
What’s next: staff will ask council to advertise the combined project at the June 5 work session and will include the library ramp as an alternate for council consideration. Contractors will be required to provide pedestrian-routing plans in the bid documents to avoid the pedestrian-in-street issues experienced in prior projects.
