Roselle board signals support for up to $20,000 TIF reimbursement to Roselle Food Pantry

Roselle — The Village Board on Tuesday gave staff direction to pursue a TIF incentive reimbursement of up to $20,000 to help the Roselle Food Pantry complete improvements at its new location.
Village Administrator Jason Bylowski told trustees the pantry has completed about $53,000 in improvements and had not followed the formal TIF incentive application steps (quotes and prior approval) before doing some of the work. The village’s Central Irving TIF has a $50,000 annual incentive allocation and has not yet granted incentives for the current year, he said.
Bylowski said about $25,000 in remaining work would qualify under normal program rules, and the village’s 50/50 match would mean $12,500 from the village. Trustees discussed covering more of the pantry’s eligible costs so the pantry would present a local share when applying for DuPage County directed funding; staff proposed the village could contribute up to $20,000 and the county could provide $25,000 to close the project funding gap.
Trustees indicated support for making a one‑time administrative exception to the standard application process because the food pantry moved quickly to occupy the new space and had unexpected health‑department costs. Trustee Domke said he was “100% buying getting them to 20,000.” The board recorded four trustees in favor during the discussion and staff said they had the board’s direction to proceed. The administrator said he would consult the village attorney about whether the final action can be completed administratively or requires a return to the board for formal approval.
Bylowski added that DuPage County officials have expressed interest in submitting district‑directed funding if the food pantry can demonstrate a municipal share. Trustees asked staff to proactively notify nonprofit partners about TIF incentives going forward so similar missed opportunities can be avoided.
No formal ordinance or resolution was adopted at the meeting; trustees provided direction for staff to prepare whatever documentation is needed to deliver the TIF reimbursement and to coordinate with DuPage County and the pantry on the county funding application.
