Board approves contracts, emergency teacher certification authorization and year-end fiscal actions

The Clark County Public Schools board approved several personnel, contract and year-end fiscal items during the meeting.

Special-education and related-services contracts: The board acknowledged and approved contracts for supplemental school psychological services and a contracted physical therapist so the district can meet special education minutes on Individualized Education Programs. Miss McCormick, who presented special-education items, said the district currently employs four school psychologists and contracts are a proactive step to manage caseloads if demand increases. A motion to approve the contract for school psychological services passed on a voice vote. "We do currently have 4 school psychologists employed by the district for the 25-26 school year. However, to be proactive, we always like to get contract work in case someone were to need and we get over the case load," Miss McCormick said.

Emergency teacher certification: The board authorized emergency teacher certification for 2025-26 as a proactive measure in case the district cannot locate a fully certified candidate for a hard-to-fill position. Doctor Tammy Parrish described the process and said the district would request emergency certification from the Kentucky Department of Education if needed; the board approved the authorization on a motion that passed 4 to 0. A board member asked about the duration: the presenter said emergency certificates are one-year certificates from the state.

Fiscal and year-end approvals: Alicia Ellis presented the monthly financial update and asked the board to authorize payment of salaries and accounts payable. She reported receipts down 1% year-over-year and expenses up 1%, with property, franchise and motor vehicle tax collections tracking as expected. The board approved bills payable. Ellis also presented a capital funds transfer request to move excess capital funds (after debt and BG project commitments) to the general fund for restricted operational uses; the board approved transferring approximately $1,400,000 to cover items such as bus bonds, utilities and property insurance. "We had budgeted that in a transfer revenue on our budget," Ellis said.

Ellis requested board approval to set aside a reserve balance for sick leave payable in accordance with Kentucky Revised Statutes (KRS) and noted the precise end-of-year total will be finalized at the closeout. The board approved the reserve balance process. The board also approved the annual pledge of collateral agreement with the district's banking partner and approved the treasurer's fidelity bond for 2025-26.

Each of the above motions carried by voice vote or recorded voice vote, typically recorded as 4 to 0 in favor. Staff said more fiscal and contract items may appear on June and July agendas as the district completes year-end work.
