Council hears introduction to amend salary ordinance; adds stipend for merit commissions, discusses Grand Park items

The Westfield City Council received an introduction of Ordinance 25-36, an amendment to Ordinance 24-52 that sets salaries, wages, stipends and benefits for appointed officers and employees for 2025. Deputy Mayor Danielle Kerry Tolan presented the item and said the only substantive change in the amendment was establishing a $50 stipend per meeting for Fire and Police Merit Commission members.
Deputy Mayor Danielle Kerry Tolan told the council the stipend recommendation originated from Department of Public Works and is consistent with practices elsewhere in the state. "It's under Indiana Code 36-8-3.5 that merit commissions receive a stipend," she said.
Council members also asked about salary line items related to Grand Park. Staff acknowledged the Grand Park items were included earlier in the year but said the city no longer has those positions and agreed to remove related salary entries going forward to avoid the perception the city is still paying Grand Park personnel.
The ordinance was introduced for later consideration; no final vote was taken. Staff said adjustments to remove Grand Park items and to include the stipend will be reflected in the final ordinance language returned for adoption.
