LaSalle council limits extended outdoor-music permits to eight per year, retains 11 p.m. option

The LaSalle City Council voted to cap annual special-use permits that allow amplified sound past the city's 10 p.m. noise cutoff at eight per year while preserving the current option for a permitted extension to 11 p.m.

Council members said the limit is intended to balance support for downtown businesses that host outdoor music with protections for nearby residents. The council directed staff to prepare a draft ordinance reflecting the cap for consideration at the next meeting.

Council members debated how to balance enforcement and business vitality during the hour-long discussion. Alderman Demas argued for rotation of benefits among local businesses, saying the city should "share things when it's LaSalle businesses," and suggested a multi-year rotation. Alderman Herndon said he opposed an automatic expansion of weekend hours across the downtown and stressed protecting nearby residents.

City staff reminded the council of the existing noise rule: amplified sound audible within 50 feet of a property after 10 p.m. is a violation unless a special-use permit is granted. Staff also noted that if an ordinance change is approved by the council, an implementing ordinance would be drafted and returned to the body at the following meeting.

A motion to cap extended-hours special-use permits at eight per year and direct staff to prepare the ordinance passed on a roll-call vote. The mayor voted in favor, and the motion passed by a narrow margin.

Council members said the policy can be revisited in future meetings if further changes are needed.
