Delaware County Council approved a transfer on May 27 to change a pretrial screening analyst position from full time to part time and convert an existing part-time probation officer to full time.
County court staff said the switch reflects lower pretrial caseloads since the county moved to its new jail and the department’s current needs. "Since we moved to the new jail, those numbers have stabilized at around 80, 85 range," a court administrator said when explaining the request. Staff said the change yields a long-term savings because the pretrial screening analyst position is a flat-rate part-time classification while the probation officer is paid on a step schedule set by the state.
The council motion to approve the transfer was made by Jessica (mover), seconded by Dan, and passed by roll call.
Court staff described the operational rationale: the department previously needed two pretrial screening analysts when caseloads were larger; with lower caseloads one analyst is sufficient and the county now needs greater probation coverage. Staff also said no insurance benefits would be added or removed as part of the reclassification.
Council members asked about the pay step placement and how the county arrived at the hourly rate cited in the paperwork. Staff said probation pay rates are set by the state and that the department applied the incumbent’s experience when placing the employee on the local step schedule. The packet referenced a part-time salary classification (part level D, part-time level 4) at $20 per hour for the part-time screening analyst.
The council approved the transfer and the related changes to job classification and requested any administrative changes (for example, updating the part-time job description) be routed through the county’s HR committee.
The action was administrative: no new benefit changes were adopted and the council did not create additional full-time positions beyond converting the existing part-time probation post to full time.
