Port Orchard approved amendment number 3 to contract C019‑24 with SCJ Alliance for the Sydney Road non‑motorized improvements project on May 27, increasing the contract by $34,694.50 for additional engineering and construction‑support services.
City staff said the extra funds respond to unexpected site conditions uncovered during design, including a communications duct bank and extra pavement repair. The amendment extends the contract timeline to Oct. 30, 2025, and adds engineering support during construction. Funding for this amendment is included in the adopted 2025–26 budget from a mix of city and grant sources; staff warned that once construction bids arrive the project could require a future budget amendment depending on bid totals.
Council discussion clarified the project scope: the work continues pedestrian and bicycle connectivity from the Cedar Heights/middle school area through a new apartment area and toward future improvements on Colbert; it will include sidewalks and multimodal elements, and portions of the east side will be constructed with the project while other segments remain for future frontage improvements by developers (who may receive impact‐fee credit if they build frontage improvements themselves). Council approved the amendment by motion.
