Port Orchard has been awarded a $425,000 grant from the Washington State Recreation and Conservation Office for the Annapolis Creek culvert removal and replacement at Bay Street, and the City Council on May 27 authorized the mayor to execute the grant agreement.
City staff said the project replaces an aging, wood-constructed culvert where Bay Street crosses Annapolis Creek near Arnold Avenue to restore fish passage to Sinclair Inlet and address a stormwater priority identified in the city’s stormwater comprehensive plan. The grant will fund the design phase from roughly 30% to 90% completion for the replacement project; staff reported total design costs of $500,000 and the grant requires a 15% local match of $75,000.
Council moved and approved a resolution authorizing the mayor to execute the agreement. Staff said once the design reaches 90% and a clearer construction estimate is available, the city will pursue construction grants and other funding to complete replacement.
Council members asked about structure type; staff said the replacement is likely to be a concrete box culvert or bridge and noted the current structure is a wood structure in poor condition. The council approved the resolution to accept grant funding and proceed with design work.
