Jackson County approves Level B road resolution, removes two addresses after public comment

The Jackson County Board of Supervisors on May 27 approved Resolution 1118 establishing Area Service Level B road classifications after a public hearing and staff revisions.
The resolution adopted by the board removes two specific addresses — 250 Eighth Street and 270 Fourth Street — from the Level B listing and adjusts the Level B termini on Ninetieth Street so the Level B designation starts further north than initially proposed. Board Chair Don Swinker opened the public hearing and staff summarized three revisions before taking comments from residents.
The changes were introduced by a county staff member who said, “First change being we removed 250 Eighth Street from the resolution” and that 270 Fourth Street also had been removed following conversations with the county attorney and other counties. The staff member described a previous proposal that would have made a roughly 1,300-foot portion of Ninetieth Street Level B but said the Level B designation will now start further north.
Resident Gene Rolleink of Bellevue asked whether Level B designation would mean reduced services; county staff replied that the removed addresses (250 Eighth and 270 Fourth) will “stay as is.” Rolleink and other public commenters also raised concerns about access to farmland from 270 Fourth Street and safety signage; staff said additional signs such as “road narrows” or “no shoulder” were being considered and that work orders are being prepared to post Level B signs where needed.
Several other road-related actions were handled under the same agenda item. The board approved two field-entrance permits brought by Secondary Roads for properties in Prairie Springs and Perry townships and voted to accept the resignation of a motor-grader operator (see separate personnel item). The board also approved putting work orders in to install the ordered Level B signs.
A voice vote closed the public hearing and then approved Resolution 1118. The board instructed staff to begin sign installation for roads lacking Level B signage and to maintain public notification of the classifications.
