Port Orchard OKs $30,000 agreement with Kitsap Community Resources for city-only rental aid

The Port Orchard City Council on May 27 approved an interlocal agreement with Kitsap Community Resources’ (KCR) Housing Solutions Center to administer up to $30,000 in rental assistance for people who live within the city.
The agreement allows KCR to provide a maximum of $2,000 per household from the city’s allocation under state law SHB 1406, with reimbursement to KCR after the organization submits documentation of expense.
KCR Executive Director Tony Ives told the council the city’s South Kitsap office saw substantial housing demand in recent months. “516 people came into our Port Orchard, our South Kitsap office,” Ives said, adding that 234 of those visits were housing related and many were asking about rental assistance. Ives told council the office provides an assessment and “braids” services—rent help plus other supports—after clients enter the office.
City staff described the funding source as revenues allocated to the city pursuant to SHB 1406 and recommended the mayor be authorized to execute the interlocal agreement. Council member Alexander Wharton moved to authorize the mayor to execute the agreement; Council member Fenton seconded. Council member Chang recused herself from consideration and voting, stating she serves on KCR’s board and wished to avoid the appearance of impropriety.
The motion passed and the agreement was adopted. City staff said KCR will submit receipts for reimbursement and the payments will be verified before funds are released.
The vote authorizes the mayor to execute the interlocal agreement and directs staff to administer reimbursement under the terms described in the agreement.
