"We want them to have the time they need to spend with family," the Mayor said, describing the move as part of the city's efforts to strengthen community ties with Team Maxwell and the broader River Region. Colonel Tolliver described the arrangement as an operational step to sustain mission-family support.
Colonel Tolliver said the arrangement is "a a very unique agreement for the air force and that it is the first of its kind for, pool support," and that the agreement required approval beyond installation leadership. He said he did not have authority to sign the document at his level and that it went up to the Secretary of the Air Force and to installation and mission support staff in San Antonio for guidance and approval. The colonel also said more than 800 military families used the pool over Memorial Day weekend under the new support arrangement.
Officials described practical outcomes of the agreement: seasonal lifeguard hiring and city support to ensure supervised pool operations on base. Mayor said the pact reinforces health and wellness priorities and the city's appreciation for service members, referencing Montgomery's recent recognition among defense communities.
The signing concluded with the two officials affixing their signatures on a "decree of mutual support, quality of life initiative" and opening the floor for questions from the press; no substantive press questions were recorded during the ceremony. City and base officials said they view the agreement as a potential model for other communities seeking to formalize pool-support partnerships with military installations.
