Portsmouth City Council on Tuesday unanimously accepted multiple grants, donations and settlement funds and appropriated the amounts into the FY2025 and FY2026 budgets for specified programs.
Key appropriations approved by the council (recorded as adopted 7-0) include: $28,960.59 in opioid settlement funds appropriated to the FY2025 Behavioral Health Care Service Fund for use by the Department of Human Services under the Virginia opioid fund and settlement allocation memorandum of understanding; $20,539.27 in additional U.S. Department of Housing and Urban Development funding for the FY2026 Community Development Fund to implement the annual action plan; $2,400 from the Virginia Department of Social Services for the FY2025 family partnership meeting incentive program; $4,000 from the Virginia 911 Services Board for public safety answering point support to Fire Rescue and Emergency Services; and a $5,700 donation from The DeLong Company Inc. to the FY2025 general fund for Fire Rescue.
Council members moved and seconded each ordinance and approved each appropriation by recorded votes of 7-0. City staff presented the items as budget ordinances and asked council to accept the funds and appropriate them to the designated departmental budgets and programs. The council did not alter the administration or programmatic uses described in the ordinances; staff will implement the appropriations in the stated funds.
