Council delays decision on Victory Boulevard entertainment permit to July so council can visit site

Portsmouth City Council voted 4-3 to defer consideration of a use permit application for an entertainment establishment at 2012 Victory Boulevard until the council’s last meeting in July.
Applicant Renata Brown, the owner of Bar 9 and a Portsmouth native, told council that Bar 9 is an upscale restaurant and lounge and described security arrangements including contracted private security and additional Portsmouth Police Department coverage on busy nights. After the public hearing closed, Councilman Moody moved to defer the matter so members could visit the site; Councilman Hugo seconded the motion. The vote to defer passed 4-3.
Council members who supported deferral said they had not all had an opportunity to visit the premises and that planning staff is reviewing zoning ordinance language on use permits. Councilman Hugo said the extra time will allow planning staff to continue work on ordinance language the council is considering for future use-permit applicants; he and the city manager said staff will schedule a work session for further discussion.
The item was presented as use permit UP2503; the planning commission had recommended approval with conditions. The public hearing was closed before the motion to defer; no substantive public opposition was recorded in the hearing. The deferral pauses council action on the permit application until the stated July meeting.
