Subcommittee debates MASC-recommended change on including procedures in policy manual

Members of the Policy Subcommittee reviewed a proposed update (recommended by the Massachusetts Association of School Committees) that would remove language directing the superintendent to place all procedures in the school committee’s policy manual.

Supporters of the change said the manual as currently structured does not contain procedures for every policy and that requiring every procedure to be codified and added to the manual could create the unintended consequence of subjecting every procedure to formal committee action. Opponents said retaining language requiring the superintendent to ensure procedures are developed and included aids organization and accountability and that the language could be revised to clarify that procedures are to be published but are not necessarily subject to committee votes.

Committee members proposed amendments and discussed a path forward: one amendment asked the superintendent to be authorized to edit the policy to clarify the roles of procedures and to indicate that some procedures would be included in the manual without making each procedure subject to committee vote. The superintendent said systematic review and migration of all procedures into the manual would be a large, multi-step task and not practical in the short term. The subcommittee debated whether to require a staged or partial codification process. A member moved that the superintendent be authorized to edit the language to reflect the committee’s intent; the motion and subsequent amendments were discussed and some votes recorded. Members asked for clearer language that preserves organizational responsibility while avoiding an expectation that every procedure be brought forward for committee vote.
