Opponents, including several councilors and the mayor, argued the city's general fund carryover is low and that council should retain discretion over contingency dollars. "If it stays in this category, it'll be spent," one committee member said, urging fiscal caution.
After discussion the committee took a formal vote and the motion to move the $50,000 from the library planning line to contingency passed. The motion was made and seconded on the record and the chair called the question; the transcript shows the motion carried. Staff explained that moved funds in contingency are available to the council for appropriation later, whereas leaving the money in the library planning line more directly earmarks it for that purpose.
