The Madison Historic District Board of Review on a 7–0 roll call approved a certificate of appropriateness for Robert and Judy Stacer of 518 East Second Street to replace a rear garage with a two‑story accessory building.
The board’s approval, made during its May 2025 meeting, allows the two‑story garage with a 6:12 roof pitch and windows described by the board as 6-over-6 simulated divisions. Brenda, city preservation staff, presented the application and described the structure as a ‘‘contributing structure’’ in the historic district and reviewed the submitted drawings and materials.
Applicants Robert and Judy Stacer told the board the new structure will be used in part as an art studio. The Stacers said they plan to use 6-over-6 windows to match the neighborhood and ‘‘we’re gonna go with a 6 pitch roof rather than 4’’ to provide more space in the upper level. Several board members said the proposed height would not exceed the main house and expressed support; one member opposed a two‑story garage on streetscape grounds but did not block approval.
Board members discussed salvaging the existing accordion garage doors; the applicants said they intend to salvage what is reusable and offer it to local architectural salvage groups. The board asked the applicants to clarify window details; members said they preferred true‑appearing divided lights or simulated divided lights matching guideline 24.5 for compatibility with the historic context.
Motion to grant the certificate passed on a roll call. The applicants were told they may pick up their permit at the city once zoning and building permit requirements are met.
The board’s approval includes the specific window configuration discussed; the board noted that if components remain unclear the city staff will verify materials during permitting.
