In the City Manager's department report, staff announced several administrative and capital-planning developments including a $100,000 planning grant, a council-chamber relocation, and early results from a new fleet leasing/resale program.
The City Manager said the city received a $100,000 planning grant from Business Oregon to study sewer capacity and transportation for the Champion Mill site, including potential rail and off-site sewer improvements; staff noted some sewer mains toward Walker Road may be undersized and that the grant will help analyze required off-site work.
Council chamber relocation: staff said the move of council chambers is underway and that the first meeting in the new location will be the June meeting; IT staff and other departments are coordinating equipment moves and setup.
Fleet program update: staff reported the city contracted with Enterprise for vehicle procurement and resale. The city received 15 newer vehicles for Public Works and other departments and turned over 10 older vehicles for Enterprise to resell. Enterprise's resale performance exceeded expectations: 10 vehicles produced $70,000 net where initial estimates projected roughly $4,000. One example: a 2002 Silverado with an 8-foot bed was estimated to sell for $1,375 but sold for $6,900. Staff said proceeds will be directed to an equipment reserve to fund future fleet cycles and that insurance and ownership arrangements remain city responsibilities.
Staff also mentioned ongoing safety and maintenance efforts in parks restrooms and a recent cleanup under the Park Street bridge coordinated with ODOT and Linn County; councilors and staff discussed patrols, cameras and locking strategies to reduce vandalism and abuse at park restrooms.
Council did not take formal action on these informational items but asked staff to continue coordination and return with implementation details as projects progress.
