Lebanon council annexes street right-of-way segments into city jurisdiction

City Council approved an ordinance to annex specified public road right-of-way segments within the urban growth boundary into the City of Lebanon.
The annexation, described in Ordinance Bill 2025-3 (Ordinance 3034) and filed by the City of Lebanon pursuant to ORS 222.120 and ORS 222.170, covers portions of Crowfoot Road, Keyes Street, Wausom Street and three segments of Stilt Hill Road. Community Development staff told the council the change affects only public right-of-way jurisdiction and does not transfer private property or zoning, nor does it change property taxes or require property owners to annex into the city.
"This is no change of any personal property from one jurisdiction to another. This is just roadway jurisdiction change from county to city," the Community Development Director said, explaining that the transfer will allow city police and engineering departments to exercise jurisdiction over the roadways for traffic, enforcement and future public works projects.
Councilors asked whether the sheriff or Lebanon Police Department would respond to emergencies on those streets; staff said emergency response is based on proximity and mutual aid, while traffic- and parking-enforcement responsibilities on the annexed right-of-way will be with the city. Staff also told council the annexation was reviewed by the Planning Commission and that findings are in the agenda packet.
The council voted to approve the ordinance; the city attorney read the title before the motion passed. No public testimony in favor or opposition was recorded during the public hearing.
Because the annexation affects only public right-of-way, staff said property owners adjacent to the annexed segments may choose to annex voluntarily in the future but are not obligated or automatically converted to city property owners by this action.
