Saratoga County Board approves package of resolutions, proclaims May 2025 EMS Week and amends multiple budgets

The Saratoga County Board of Supervisors on May 20 approved a large package of resolutions covering proclamations, leases, grants, transportation projects and other county business in an omnibus vote.
The board read and confirmed Resolution 96 of 2025, proclaiming May 2025 as Emergency Medical Services Week in Saratoga County. The chair invited representatives of county emergency services to the front of the chamber and said, "Please accept this as a small token of our appreciation for what you do and your entire team does each and every day." Under‑sheriff Brown and EMS Coordinator Mike McEvoy were among those noted as present.
Clerks read multiple budget and contract resolutions that the board approved without separate debate. Notable items read into the record included: a lease and operating agreement for restaurant space at the Saratoga County Airport with a budget amendment increasing fund balance by $10,850; transfers from the capital reserve and airport improvement reserve totaling $800,000 (decreases of $622,129.10 and $177,870.90 were listed); federal and state aid appropriations for several transportation projects with specified fund balance decreases (examples included decreases of $28,020 and $114,950); acceptance of 2024 aid to defense and aid to prosecution grants from the New York State Division of Criminal Justice Services amending the 2025 budget to increase fund balance by $1,139,002.69; and a law and finance resolution authorizing purchase of a privately owned sewer system in the Town of Milton contingent on a town funding contribution and amending the 2025 county budget to decrease sewer fund balance by $900,000.
Other items included authorization to amend agreements with engineering and consulting firms for public works projects, authorization for trail and open space reserve transfers, and appointments to county boards. The board also directed the clerk to accept digital or electronic copies as official records pursuant to New York State law and to permit disposal of some paper records.
All the resolutions presented in the omnibus motion passed on the board’s roll call. Supervisors noted a request for a separate vote on Resolution 1‑26 (the CHA Consulting roundabout design agreement) and that request was granted; that separate vote is covered in a separate item.
