Council OKs easement to Western Virginia Water Authority through Washington Park

The Roanoke City Council unanimously approved an ordinance Tuesday authorizing conveyance of easements to the Western Virginia Water Authority across city-owned property at 1610 Burrell Street (Washington Park) for existing water and sewer lines.
At the meeting, a representative for the water authority, identified as Mr. Campbell, said the easement documents in the council packet pertain to existing infrastructure and temporary construction easements for maintenance; no additional construction within the easement area is planned. He also told the council that the pool, caretaker’s cottage, tennis courts and other park amenities are not affected by the easement.
The ordinance authorizes a permanent 20-foot water-line easement together with a 10-foot temporary construction easement and a variable public sanitary sewer easement together with a 10-foot temporary construction easement, across city-owned parcel official tax map number 2031801. No members of the public spoke during the hearing.
Council moved and seconded the ordinance and the clerk recorded roll-call votes of “aye” from Councilmember Vollison, Councilwoman Evelyn Powers, Councilmember Hagen, Councilwoman Vivian Sanchez Jones, Vice Mayor McGuire, Councilmember Nash and Mayor Joseph Cobb; the mayor declared the ordinance passed.
City staff did not identify further conditions at the hearing; the water authority representative said the easement formalizes maintenance access for existing lines.
