Norfolk council approves lease with Virginia Opera; council member discloses contractual singer role

The Norfolk City Council voted to approve a lease with the Virginia Opera Association, Inc. for the Harrison Opera House and part of the adjacent Civic Arena office space.
Council member Clanton disclosed during the meeting that he is a contractual singer with the Virginia Opera Association but said he has no administrative role in the organization and proceeded to vote in favor of the lease.
The ordinance authorizing the lease was adopted after a roll call. The vote included one dissenting vote from Councilman Page; other council members recorded aye votes. The council dispensed with the charter requirement to read the ordinance twice and adopted it with immediate effect as recorded in the meeting minutes.
Clanton stated, "I'm a contractual singer with Virginia Opera Association and no having to stake any administrative administrative function in voting on behalf of this, so I vote aye." The disclosure was made at the time the council took the ordinance up for public hearing and vote.
The approved lease covers the Harrison Opera House and a portion of office space adjacent to it at 160 West Virginia Beach Boulevard; the ordinance authorizes the city manager to execute the lease on the city's behalf.
