Commission recommends approval for second drive-thru lane and 24-hour operations at McDonald’s on East Little Creek

The Norfolk Planning Commission on Oct. 11 recommended approval of conditional use permits that would allow the McDonald—s at 1632 East Little Creek Road to add a second drive-thru lane and to continue 24-hour drive-thru operations.
Planning staff said the site is in a commercial corridor and that the restaurant, which has operated since 1980, is legally nonconforming for the drive-thru and hours under newer regulations. Because the proposal expands the drive-thru, staff said the property must come into compliance and therefore requires conditional use permits for both the additional drive-thru lane and for 24-hour operations. Staff noted the applicant modified the site plan and the Little Creek Road entrances to reduce conflicts after concerns raised at an earlier meeting. Staff recommended approval subject to conditions in the staff report.
Applicant representative Jillar Martin said the project includes enhanced landscaping and modifications intended to mitigate inbound and outbound traffic conflicts along Little Creek Road. Commissioners did not pose substantive new conditions beyond staff recommendations.
The commission voted to recommend approval to City Council; final authority rests with the council. The staff report and the applicant—s revised site plan will accompany the recommendation.
