The Norfolk Planning Commission voted Oct. 11 to recommend approval of a conditional use permit allowing My Momma's Kitchen to sell alcoholic beverages on premises at a new location, 1872 East Little Creek Road, subject to conditions and modified hours.
Planning staff said the restaurant is relocating from 7943 Shore Drive, where it operated for 11 years without serving alcohol. The applicant sought a CUP to permit on-premise alcohol at the new site. Staff recommended approval subject to the conditions in the staff report and noted concerns raised in a few phone calls and emails from neighbors; staff said most complaints referenced earlier operators and establishments rather than the current applicant.
Applicant representatives Montier Stevenson and Mary Matusick told commissioners they propose family-style restaurant operations, not a nightclub, and that they previously served beer and wine at a prior location without issues. After discussion with the commission and neighbors about operating and alcohol hours, the commission approved hours of alcohol service and operation as follows: 11 a.m.–10 p.m. Monday–Thursday; 11 a.m.–11 p.m. Friday and Saturday; and 11 a.m.–5 p.m. Sunday. The applicant said they do not plan outdoor dining at opening and would return to the appropriate process if and when they want to add outdoor seating.
Commissioners encouraged the applicants to continue outreach to nearby residents and to address exterior aesthetics and site improvements. Staff noted the applicant will need to complete site improvements including parking reconfiguration and a dumpster enclosure before business operations ramp up.
The commission—s recommendation will be forwarded to Norfolk City Council for a final decision. Staff cautioned that conditional use permits for on-premise alcohol are subject to ongoing compliance; complaints or violations can prompt review or revocation of the permit consistent with the conditions and enforcement provisions.
