District treasurer AC Mariotti presented the budget and explained that the district encompasses 1,192 acres within the Town of Sahuarita and represents about 56% of the larger Quail Creek development. He said the district’s assessed valuation increased to about $52.3 million, an 11% rise from the prior year, and the district is at about 58% residential buildout with 1,497 residential units.
Nut graf: The Quail Creek district’s tentative budget is largely funded by property taxes (98% of resources) and includes a combined tax rate of $2.26 per $100 of net taxable assessed valuation; that rate is $0.14 lower than the current fiscal year, driven by assessed value changes.
Mariotti said the district’s bonding capacity is $30 million authorized at formation; $12.7 million was issued previously and about $17.3 million remains available. Of outstanding bonds, about $4.3 million remains and will be paid off by fiscal year 2030, at which time the debt-service component of the district’s tax would drop to zero and only the operations and maintenance component ($0.30 per $100) would remain.
On expenditures, he said about $953,000 (86% of the budget) will go to principal, interest and banking fees, and $154,000 (14%) to operations including district administration, maintenance of streets and right-of-way, and a portion of Quail Creek Veterans Municipal Park costs. Beginning fund balance programmed for FY2026 is roughly $13,300.
The board approved Resolution No. 49 (FY2026 tentative budget) unanimously; the resolution requires filing the tentative budget with the district clerk, posting it online and establishing the June 23 public hearing for final adoption.
