Commissioner asks Mineola to assume operations of Mineola Athletic Complex; requests county/city interlocal review

Commissioner Smith asked the board on Tuesday to seek consistency with other municipalities by transferring operation and maintenance responsibility for the Mineola Athletic Complex to the city of Mineola while the county continue funding capital improvements.
Smith said Lake County has spent about $2.1 million on capital improvements at the park since a 2011 management agreement that left the city as landowner and the county as the operator. Smith noted the county follows different arrangements with other municipalities — for example, the county provides capital dollars while cities operate and maintain facilities in Clermont, Groveland, Tavares and others — and asked that Mineola assume daily operations so the county can focus on capital funding and county‑wide service consistency.
County manager Jennifer Barker and parks staff summarized the current agreement: Mineola owns the land and the county manages operations and has also completed capital upgrades and staffing since the 2011 agreement. Commissioners discussed transition issues including workforce and continuity of service, and Commissioner Parks suggested hybrid options such as the city paying the county to continue operations for a transition period, or the county providing capital funds while Mineola hires staff.
Commissioners asked staff to compare the Mineola arrangement with the county’s interlocal agreements with other cities and to draft possible interlocal options. The board directed staff to return with proposed terms and a timeline for implementation; no action to change the management agreement was taken Tuesday.
