County approves joint planning agreement with Groveland to coordinate land use and project reviews

Lake County commissioners on Tuesday approved a joint planning agreement (JPA) with the city of Groveland that establishes a joint planning area, a shared vision map and procedures for coordinated review of development proposals.

Planning and zoning director Mike Fitzgerald told the board the Groveland JPA (adopted by the city May 5) creates a template the county can reuse with other municipalities to improve coordination on land use, infrastructure and affordable‑housing priorities. The agreement lays out a joint vision map and a process for early coordination and comment on projects that straddle or abut jurisdictional boundaries.

Fitzgerald said the JPA includes an exhibit that prioritizes certain roads for joint planning and identifies where road‑transfer agreements may be appropriate. He emphasized the agreement does not strip property owners of existing rights: the JPA includes standard language affirming that Florida is a property‑rights state and that neither the county nor the city will involuntarily reduce property rights or override comprehensive‑plan protections.

Commissioners and staff said the Groveland agreement provides a practical model to help avoid jurisdictional conflicts and last‑minute development fights by requiring early communication and shared expectations. The board voted to approve the agreement.

County staff said they will offer the Groveland JPA as a template for agreements with other municipalities and will return with any recommendations as follow-up implementation steps are needed.
