Commissioners approve $5.7 million transfer from stormwater fund balance for systemwide maintenance and hurricane recovery

Sarasota County commissioners on May 20 approved a budget amendment to move approximately $5.7 million from stormwater fund balance into the operating account for systemwide infrastructure maintenance and storm damage recovery.

Public Works Director Spencer Anderson told the board the appropriation comprises previously collected assessment funds in the stormwater (4.40) fund balance. The transfer will fund ongoing hurricane Ian projects, extraordinary maintenance prior to the 2025 season, and capital repairs identified during the 2024 storm responses. Anderson and commissioners clarified that these are existing, previously collected funds being appropriated for immediate use rather than new assessments.

Commissioner John Smith asked whether the funds were already collected; Anderson confirmed they were part of the fund balance and would be moved into the operating budget to allow contractors and crews to perform urgent maintenance. The director noted around $12 million would remain in the fund balance but some portion was already allocated for long‑term projects such as Alligator Creek stream restoration and a future field services operating facility.

The board approved the amendment by roll call; there was no opposition. Commissioners asked for an itemized plan and reminded staff the board will review capital project timing in future budget reviews.

No new revenue was created; this was an internal reallocation to respond to storm recovery and short‑term operational needs. Anderson said the appropriation was part of planning to prepare infrastructure ahead of the 2025 hurricane season.
