Council approves EDC grants, Westside waterline budget amendments and Shops of Orange extension

The Orange City Council on May 20 approved multiple economic development items brought forward by the Orange Economic Development Corporation and city staff, including infrastructure grants and project cost adjustments.
The council approved an EDC infrastructure grant for Childs Manufacturing and Building Supply Inc. not to exceed $50,000 for a curb cut; it also approved a $7,500 grant for Texas Vending Solutions to support facility and infrastructure costs.
On the Westside Waterline project the council approved an additional EDC authorization of up to $15,000 for materials and accepted a change order with T Johnson Industries tied to railroad permitting. City staff said the railroad required a change in construction technique to allow the waterline to pass beneath active tracks, which led to a $99,000 change order; after scope adjustments the council approved adding $37,000 to the contract.
Council members described the Westside extension as preparation to bring water to Highway 87 and to ready a site across from the PPS office for future retail development. The council also approved a timeline extension for the Shops of Orange project through Nov. 30, 2025; the developer reported tenant interest from a laundromat, a salon and a donut shop with two remaining leasable spaces.
All measures were approved by voice vote as part of consent and action items during the meeting.
