Commission recommends special-use permit for oversized accessory structure on Chandler Park lot

The Rowlett Planning and Zoning Commission on May 27 recommended approval, 7-0, of a special-use permit to allow an enclosed accessory structure greater than 500 square feet on a single-family SF-40 lot at 3205 Toler Road (Lot 13, Block 1, Chandler Park).
Planner Liliana Morigon presented the request on behalf of applicant Stacy Tucker (representing Jeff and Debbie Maxey). Morigon said the roughly 0.46-acre lot currently contains a primary structure of about 2,700 square feet (including an attached garage) and an approximately 160-square-foot portable storage container. Under SF-40 code the staff evaluates accessory structures primarily by rear-yard coverage (35% of the rear yard applies). Morigon calculated the rear yard area at about 7,600 square feet and 35% of that equals roughly 2,600 square feet; the proposed accessory structure, an additional 300-square-foot driveway addition and the existing shed together total about 1,600 square feet and remain within the allowable 35% rear-yard coverage.
Morigon told commissioners the accessory structure meets height and setback standards, is not higher than the primary structure, is roughly 8 feet from the main house and more than 100 feet from the front lot line. Staff received multiple notices in favor inside both the 200-foot and 500-foot notification areas. The commission opened a public hearing; no members of the public spoke.
Commissioner Pollard moved to accept the SUP application; the motion was seconded by Commissioner Wilson and, after a voided first vote to correct procedure, passed 7-0 on a proper public hearing and vote.
The action is a recommendation to the city council; final permit or ordinance action will be determined through the council process.
