Commission denies Crossroads Church replat after unresolved civil comments

The Rowlett Planning and Zoning Commission on May 27 denied a replat request for a 15.14-acre property used by Crossroads Church at 7900 Chiesa Road, voting 7-0 to recommend denial to the city council.
Planning staff planner Liliana Morigon told the commission the replat sought to adjust a common lot line between Lots 1 and 2 and to add a 24-foot emergency access easement to serve a parking expansion. Morigon said the site contains multiple zoning districts and an existing religious-assembly use; the applicant has been pursuing a parking expansion that required the replat.
Morigon explained staff had outstanding technical comments that the applicant had not resolved, specifically requests for clarification about a hammerhead turnaround, corrections to plat language and outstanding flood-related reports. For those reasons staff recommended denial of the replat.
Commissioner Hernandez moved to deny the replat; Commissioner Pollard seconded the motion. The commission voted 7-0 to deny the replat.
The denial is a recommendation from the commission; the applicant may return after addressing the outstanding civil comments and plat corrections identified by staff.
